It is, however, proposing legislation that would ensure that the average car sold in 2012 would emit no more than 130g of CO2 per kilometre, a figure down by 32g from the average car by 2005.
German Green MEP Rebecca Harms, who is the author of the report, expressed satisfaction with the findings.
"In today's vote, the industry committee called for future legislation to effectively reward best performance in vehicle efficiency and to ensure incentives for reducing greenhouse gas emissions across the vehicle fleet," she said.
'Tougher targets needed'
The committee is the one of several that will be commenting on European Commission carbon-cutting plans.
Other figures, such as British Liberal Democrat MEP Chris Davies, have called for tougher targets.
His report, written for the environment committee, has suggested a limit of 120g per kilometre by 2015.
